「正面突破戦」に示される朝鮮社会主義の成果

朝鮮労働党結成七十五周年を心からお祝いします。同時に、現在、朝鮮人民が金正恩委員長を中心に、労働党指導の下、一丸となって社会主義強国建設を確固と前進させていることに敬意を表します。

朝鮮は、日本帝国主義植民地から祖国を解放し、共和国の創建・社会主義建設を推し進めてきた。人民一人ひとりが社会の主人公であるチュチェ思想を指導理念とする共和国の発展は、人類の歴史のなかで、輝かしい実践であり、成果である。

朝鮮社会主義建設は、金日成主席がその道筋を切り拓いた。主席は、日帝支配下での抗日パルチザン闘争を指導し、祖国解放を成し遂げた。しかし、帝国主義の策動により南北分断を余儀なくされた。共和国解体を狙う米帝による朝鮮戦争で勝利したけれど、朝鮮の国土は大きく破壊された。しかし、朝鮮人民は金日成主席の賢明な指導により、着実に社会主義建設を前進させた。

ソ連を初めとした社会主義諸国が資本主義による圧力もあって崩壊し、社会主義圏が後退した一九九〇年代には、同時に厳しい自然災害による経済難に襲われた。しかし、金正日総書記はこうした「苦難の行軍」を先軍政治によって乗り切り、人民生活第一を掲げた社会主義経済を守り続けた。こうした「苦難の行軍」の克服こそ、朝鮮社会主義の成果以外の何物でもない。

金日成主席がその土台を築き、前代未聞の危機を金正日総書記が乗り切った朝鮮社会主義を、自力更生・自強力路線によって、限りなく発展させているのが金正恩委員長である。

朝鮮南北の自主的平和統一への道筋もまた、金日成主席が創始したものである。「祖国統一３大原則」を初めとして、八〇年の第六回朝鮮労働党大会での高麗民主連邦共和国構想により、連邦制平和統一への道が提示され、これに基づいて、金正日総書記が二〇〇〇年に、南朝鮮の金大中大統領との「六・一五南北共同宣言」で、その道筋を南側と合意している。金日成主席と金正日総書記の成果をもとに、金正恩委員長は、南朝鮮の文在寅大統領と三回にわたり首脳会談を実現して、自主的平和統一のために、南側が何をなすべきか明確化している。「板門店宣言」、「九月平壌宣言」の具体化こそ、自主的平和統一実現の道筋にほかならない。

朝鮮労働党は二〇一九年一二月の中央委員会第七期第五回総会を踏まえて、「正面突破戦」による自力更生路線を突き進んでいる。あらゆる産業部門で着々と成果があげられていることが、労働新聞でも詳しく報告されている。

人間生活にとって必要な物の生産は社会発展の基礎である。人間の生活向上を実現するための生産力発展は、資本主義においては資本の利潤増大の目的のもとで行われる。人間の生活向上よりも利潤増大が優先される結果、大量消費・過剰生産のみならず人間生活にとって不必要な物の生産さえ利潤獲得のために行われ、人間生活の基盤である自然環境をも破壊する。

朝鮮での「正面突破戦」では、働く労働者の意識性に支えられ、生産部門間の社会主義競争による切磋琢磨によって人民生活の向上のために労働・生産が行われている。経済制裁を乗り切る自給自足を図る工業・農業が実践され、五〇年、一〇〇年先を見通した、自然環境保護と人民生活向上に寄与する研究が進められ実践化されている。常に労働の目的意識性が明確なのである。

教育は国の発展の基礎であり、義務教育年限の一年延長もすでに実施された。科学は「経済発展を牽引する機関車」、教育は「科学の母」として国家建設推進の根幹である教育・科学技術部門に力を入れている。

労働者が自らの労働の目的を明確に理解し、科学力を高めることは人民生活向上が目的であること、創意工夫が社会発展と結びつくことを自覚している。資本主義社会における労働では見えにくくされている自らの労働と社会との関わりを全労働者が自覚していること、このことは決定的に重要である。

「正面突破戦」の「主戦場」とされる農業においても、年間に必要とされる穀物生産量六〇〇万トンを超え二〇一九年度は六六五万トンを達成した、と報告されている。地方経済の活性化策では人々の暮らしに直結する問題の自力解決が目ざされ、ここでもまた人民の主体性に基づいた社会主義建設が進められている。しかもその具体化が暮らしの改善のための下水道の整備や古い渡し船での通学の不便さを解消するための「通学船」の運航など、社会的分配における朝鮮社会主義の優しさを感じることができる。

二〇二一年一月に予定される第八回党大会では五カ年計画が提示される。「戦略」ではなく「計画」としているのは、具体的な経済目標の数値を提示することを意味している。つまり、金正恩委員長指導下の朝鮮経済は、自力更生路線を柱として、確実に成長・発展しうるとの自信に裏打ちされていることを示している。労働者が自分の利己心のみで動くのではなく、労働が共同性・協働性の発揮の場である朝鮮社会主義が人民のための社会発展を成し遂げ、「無から有を生み出す」のは決して奇跡とはいえない。

こうした社会主義原則を貫き、自主的に経済建設に取り組む朝鮮人民に、心から敬意を表するとともに連帯の決意を込めて、私たちも日本での日朝友好連帯運動に取り組んでいく所存である。

Socialist Achievements of Korea recognized through the Break Through Head-On

Congratulations to the 75th anniversary of founding the WPK.

I extend my sincere regards to Korean people who have steadfastly been advancing the building of the socialist powerful nation under the leadership of WPK with single hearted unity around the Chairman Kim Jong UN.

The road of socialist construction in Korea was opened by President Kim Il Sung.

President Kim Il Sung led the anti-Japanese armed struggle to the victory and liberated the country from the Japanese colonialism. However, Korea was divided by the manoeuvres of imperialists.

Korea won the victory in Korean War broken by US who aimed at dissolving the Republic, but the territory was severely destroyed.

However, Korean people had advanced socialist construction successfully under the wise leadership of President Kim Il Sung.

 In 1990s, the socialist nations such as Soviet Union collapsed and the influence of socialism was retreated, but General Secretary Kim Jong Il firmly defended the people-centered socialist system with the Songun politics.

Korean socialism, found by President Kim Il Sung and led by General Secretary Kim Jong Il, is being continuously developed in accordance with the line of self-reliance by Chairman Kim Jong Un.

The road of independent-peaceful reunification of Korea was also opened by President Kim Il Sung.

The policy for the peaceful reunification by means of federation was set out based upon the 3 Principles of National Reunification and the Proposal of Founding the Democratic Federal Republic of Koryo and in 2000s, “June 15 Joint Declaration of North and South” was approved between General Secretary Kim Jong Il and President Kim Dae Jung.

On the basis of achievements of President Kim Il Sung and General Secretary Kim Jong Il, Chairman Kim Jong Un held 3 times of North-South Summit and adopted the “Punmunjom Declaration” and “September Pyongyang Declaration”, and the implementation of these declarations is the way to achieve the independent-peaceful reunification.

The WPK is implementing the line of self-reliance on the basis of Break Through Head-On put forward at the 5th Plenary Meeting of 7th Central Committee of WPK in Dec, 2019.

Production of goods for people’s lives, national industry and agriculture being aimed for realizing the self-support and self-sufficiency overcoming the economic sanction, environmental protection looking far ahead after 50 years and 100 years and research to contribute to the development of people’s lives have being successfully advanced.

Regarding the science as “engine pulling the development of economy’, regarding the education as “mother of science”, WPK is putting efforts on the fields of education, science and technique which are the foundations of building and advancing the state and struggling resolving the issues directly related to the people’s lives with own power by activating the local economies.

In the 8th Congress of WPK that is expected to be held in Jan, 2021, the five-year programe should be put forward. It is called not “strategy” but “scheme”. It means that detailed numbers of goals in economy should be presented.

In other words, it shows its confidence in that their national economy will be doubtlessly developed under the leadership of Chairman Kim Jong Un with regarding the line of self-reliance as pillar of economic development.
