共和国における社会主義強国建設偉業を築き上げた 金日成主席、金正日総書記、金正恩委員長の 不滅の業績について

金正恩委員長の万年長寿と朝鮮労働党創建７５周年を祝賀いたします。

１。 はじめに

金正日総書記の急逝後、２０１２年4月の「主席生誕１００周年記念式典・チュチェ思想世界大会」を含めて、3回訪朝の経験をしました。残念ながら、社会主義強国建設の原点である白頭山への経験はまだありません。

福島においては、ここ数年、「福島訪朝者の会」主催で2か月に1回程度の定例学習会を開催し、主席・総書記・委員長の論文（談話）を中心に学ぶ努力をしています。わが研究会には、大学等の研究者はいないので、テーマの論文を中心にしながらも、日本の実情や自分たちの状況を絡み合わせながらの学習を重ねてきています。その学習を通して学んできたことを報告しながら、福島において「いま、できることは何か」を、これからも行動を通して取り組んでいきたいと思っています。

２。 抵抗闘争の中から学び取った、思想闘争を強化させた

金日成主席の偉大さ

共和国で真正な民族解放革命の起源を拓いた金享稷先生の志遠の思想を受け継ぎ、１９４５年8月15日、朝鮮半島は偉大な領袖金日成主席が組織展開された抗日武装闘争の勝利によって日帝の植民地支配から解放されました。

解放された朝鮮人民は、新生活と建設の道に着手した。しかし、北緯38度線の南側は、１９４５年9月、アメリカ帝国主義侵略軍によって人民の希望を無残に踏みにじり、太平洋地域アメリカ陸軍司令官マッカーサーの名前で全域に軍政の実施が宣布されました。一方、北側に進駐した最初の日にソ連軍司令官が「朝鮮人民よ！・・・朝鮮は自由の身になった。・・・幸福はあなた達の手中にある。これからはすべてがみな、あなたたちにまかされた。・・・」と宣言し、主席を先頭に新たな国づくりが開始されました。しかし、朝鮮全土の占領をもくろむアメリカ帝国主義者によって、１９５０年朝鮮戦争が引き起こされ、１９５３年の停戦協定以降現在も戦争状態のままとなっています。

１９７１年12月27日に、主席が「全国教員大会で行なった演説」の中で「われわれには祖国を統一してわが国に社会主義、共産主義を建設し、地球上から帝国主義を一掃しなければならない革命的任務が課されている」そして「革命を成就させるためには長い期間が必要であること、その基本は教育であり教員の育成と小さい時からの社会主義社会の教育を徹底させなければならない」ことを強調しています。

3。金日成主席の偉業を受け継ぎ、先軍政治・苦難の行軍の過酷な闘いに挑んだ金正日総書記の偉大さ

金正日総書記は、逝去される直前の２０１１年10月8日に、朝鮮労働党中央委員会の責任幹部への談話の中で、「金日成同志が逝去された後、わが国の情勢とわれわれが置かれた環境は実に過酷だった。敵はわが国の「崩壊」と「急変事態」について騒ぎ立て、われわれを孤立圧殺するために四方八方から襲い掛かった。さらに数年にわたって自然災害が続き、わが人民は深刻な食料難に見舞われ、苦難の行軍をしなければならなかった。苦難の行軍時期は、耐えがたい試練や胸が痛むこともありながら、わが党は先軍の旗を高く掲げて先軍政治を実施し、金日成同志の偉業を揺るぎなく継承し発展させてきた」とのべています。その総書記の活動の基本は、「民衆第一主義」であり、「一心団結」です。

４。 急逝した金正日総書記の遺訓を引き継ぎ、ピンチをチャンスに変える強固な信念を貫く金正恩委員長の偉大さ

金正恩委員長は、総書記逝去後の２０１１年12月31日に責任幹部への談話で次のような決意を述べています。

・ 総書記がなしえなかった、「主席生誕１００周年とチュチェ思想世界大会」の成功と道半ばでやり残した「施設や設備等の建設」を完成させること。

・ われわれは主席が開拓し、総書記が指導してきた自主の道、先軍の道、社会主義の道を最後まで歩むことによって、主席の革命思想、総書記の先軍革命指導史が変わることなく続くようにしなければならない。

・ 一心団結は総書記がわれわれに譲り渡してくれた貴重な革命遺産である。

・ 新年から幹部が金日成式、金正日式人民観に学び、軍人と人民と一つの釜の飯を食べながら生死苦楽を共にしなければならない。との決意のもと、主席・総書記の遺訓を継承し、これまでの8年間の実績をもとに、米日を中心とする非人道的な制裁攻撃に抗して、核ミサイル実験の成功・北南関係の改善への努力、さらには基本である経済強国を中心に、人民が豊かに安心して暮らせる自強力の強化で、正面突破線による決意と闘いに挑んでいると思っています。

５。 朝鮮民主主義人民共和国の闘いに学びながら、福島における日朝友好の取り組みと課題

① 福島朝鮮学校を支援する会の取り組み

今年で11年目の取り組みとなりました。原発事故による放射線被害の影響もあって子どもたちの数が激減してしまい今年は2名となっています。2名で頑張っている子どもたちを筆頭に、財政的に大変な先生方や保護者の皆さんの心の支えになるためにも社民党や平和フォーラム傘下の労働組合を中心に支援金の集約活動を進めています。

② 高校授業料無償化適用除外の攻撃に対する闘い

歴史的な政権交代後の目玉の一つであった高校授業料無償化は２０１０年4月スタートしたものの、「外交的配慮」という名の憲法違反の人権差別によって、最高裁までもが安倍一強体制に忖度する形で裁判闘争原告側棄却が続いています。裁判闘争勝利を願う全国の仲間とともに、福島においても支援集会、書名活動、支援のための映画会の開催など全力で取り組んでいます。

③ 朝鮮人強制連行犠牲者追悼慰霊祭の取り組み

・ 太平洋戦争時の朝鮮人強制連行の真相を調査する調査団が、福島でも遅ればせながら１９９１年6月に結成し、強制連行で過酷な労働に就労され故国に帰ることのできなかった方々のご冥福を祈るため、敗戦50年目の１９９５年8月15日に、郡山市に「福島県朝鮮人強制連行犠牲者追悼之碑を建立しました。今年は、慰霊碑建立25周年を迎え総連の人たちとともに慰霊祭を開催しました。

・ 今年の8月15日には、安倍政権下の現職閣僚4名が、「靖国神社」を参拝しました。大義のない侵略戦争によって、朝鮮半島をはじめとする東アジアの多くの人たちを死に至らしめた侵略戦争の張本人である「戦争戦犯人」を祈る「靖国神社参拝」は、過去の歴史への反省と謝罪が全く顧みられない、同じ日本人として憤りを感じます。歴史の改ざんを許さない闘いを一層強めていきます。

Abstract

The immortal exploits of President Kim Il Sung, General Secretary Kim Jong Il and Chairman Kim Jong Un to the cause of building Socialist Powerful Country-DPRK.

Wish the longevity of Chairman Kim Jong Un and congratulation to the 75th founding anniversary of the Workers' Party of Korea.

1. Preface

I visited to DPRK to participate in several events like the event of celebrating centenary birthday of the President Kim Il Sung and in the World Congress of Juche Idea after General Secretary Kim Jong Il passed away. In Fukushima the regular study session once in 2 months has been organized by the "Fukushima meeting of visitors to DPRK" and we study the works of President Kim Il Sung, General Secretary Kim Jong Il and Chairman Kim Jong Un. With what we learned in the study sessions we think of what to do and make our efforts to implement it in Fukushima.

2. The Greatness of President Kim Il Sung who further developed the idea that he realized during the resistance struggle

On August 15, 1945 Korean peninsula was liberated from the Japanese colonial rule with the victory of the anti-Japanese armed struggle organized by President     Kim Il Sung who succeeded the idea of "Jiwon-Aim High" of Mr. Kim Hyong Jik who opened the era of national liberation revolution in Korea. But in 1950 Korean War was broken out by the US which tried to occupy the whole Korea. Since the Armistice agreement was signed in 1953, the cease fire situation is still on-going until now. On December 27, 1971, President Kim Il Sung in his speech to the National Teachers' Conference said that we have to reunify the motherland and to build a socialist and communist country and to smash down imperialism. And he emphasized that to fulfill this revolutionary task needs long time and that what is important is the education.

3. The greatness of General Secretary Kim Jong Il who enforced Songun politics and led the struggle of Arduous March

On December 8, 2011, just before General Secretary Kim Jong Il passed away,  he told to the senior officials of the Central Committee of the WPK that the situation in and around our country was very serious after the great leader President Kim Il Sung had passed away, the enemies, clamoring "collapse" and "contingency" of the DPRK, maneuvered in every way to isolate and stifle our country, our people suffered from the lack of food due to the continuous natural disasters and had to conduct the Arduous March, it was a time of trial and hardship, but Workers' Party of Korea enforced Songun politics and firmly succeeded and developed the cause of the great leader by upholding high the banner of Songun.

All the main purpose of the General Secretary's activities is for the single-hearted unity and the idea of popular masses first.

4. The greatness of Chairman Kim Jong Un who implement the firm conviction to break through all obstacles by upholding high the behests of the General Secretary Kim Jong Il who suddenly passed away

When Chairman Kim Jong Un talk with the senior officials on December 31 in 2011 after the General Secretary passed away, he expressed his will as follows

- we have to successfully organize the celebrating event on the occasion of the centenary birth anniversary of the President Kim Il Sung and the World Congress of the Juche Idea and have to complete the on-going constructions.

- we have to continue to follow the road of independence, road of Songun and the road of socialism which was opened by the President Kim Il Sung and led by the General Secretary Kim Jong Il so that the revolutionary idea of the President    Kim Il Sung and the history of Songun revolutionary leadership should be continued.

-the single hearted unity is the valuable revolutionary inheritance that the General Secretary Kim Jong Il handed over to us.

5.    the activities and tasks for friendly relations between Japan and DPRK with learning from the struggle of the DPRK

①  activities of the society to support to the Korean school in Fukushima

② struggle against the exclusion of the application of free  high school fee

③ movement of the memorial service for Korean victims who have taken by force to Japan
